Water Districts: How are they operating in other States?
In our State they are crap. That's it in a nutshell. To further the argument, they're now selling protecting land in order to protect their useless asses:

A sinking feeling

Let's hope this stench won't infest the St. Johns and South Florida water-management districts. The Suwannee River district, acting like conservation's a nuisance, is poised today to unload land the district acquired for the express purpose of protecting it.

The district contends the hundreds of acres in question no longer are needed for conservation purposes. And it might use the proceeds to help run its bureaucracy rather than buy other sensitive land to offset the loss.

What a foul idea. State regulators and Gov. Charlie Crist rightly have urged the district to back off. The Department of Environmental Protection notes seven of nine parcels the district wants to unload are needed for conservation.

Sensitive lands purchased with public money shouldn't be sold off to keep the district — the Suwannee or any district — afloat.

So, do other states have Water Districts? And if so, how well do they operate?
