2. Obama wrote his own plan because the Military wouldn't provide any exit plans.

Obama wrote his own. The Military was disgraceful but I don't think Obama let them roll over him. He dictated a 6 page single spaced order that was written out so that the Military couldn't let mission creep or use any ambiguity to try to expand the mission.
