10. How about an example where outspoken Democrats shifted the baseline to the left
in the HCR debate? Despite overwhelming numbers of voters wanting a *robust* public option.

9. It would have to get through the Senate first, but yes, yes he could.
There is no way Republicans will win a Majority in the Senate let alone a super majority and so they would have the exact same problem as Democrats do right now. It would take sixty votes. If somehow they did get the sixty votes than Obama would veto it and then it would take 67 votes... NEVER going to happen. It is their little pipe dream..
