This firm fixed price solicitation is to provide work in coordinating the State-wide operations of the military funeral honors services for Non-Personal Technical and Professional Support Services for the Army National Guard Honor Guard Program. The service is to obtain contractor support to evaluate, coordinate, fulfill, and document military honors ceremonies. Support will be required in all 54 States and territories. Services performed sha ll follow the established TAPS systems/database within each state and territory to identify and track the level of support and costs associated with each ceremony; and develop training programs to ensure correct and consistent execution of the ceremonies. Support shall also include, but is not limited to, drafting, reviewing and revising state level program policies, Standard Operating Procedures (SOPs) and objectives in conjunction with the Army National Guard Honor Guard Program Manager; participating in budgeting and financial control functions; and presenting program information to State and National Government groups and civic organizations as required; administrative and information technology support services for limited periods as required to accomp lish the contract objectives. Work will be performed at various state offices as prescribed by National Guard Bureau, Army Resource, Manpower Programs Office (NGB-ARM). The State Coordinator will provide reports on all funeral honors performed and funds e xtended utilizing the established Army National Guard Honor Guard database; will enter appropriate data of honors performed into the Funeral Honor database maintained by the Office of the Secretary of Defense (ODS) and the Army National Guard database; w ill also maintain a standing list of soldiers trained and able to perform burial honors; and will provide a monthly written report to the Army Guard Program Manager within NGB-ARM on the number of announced and unannounced inspections, formal and informal presentations and meeting with area groups, Veteran Service Organizations (VSOs) and other organizations concerning the funeral honor program. The necessary qualified personnel to perform the requirements, states and territories, information on specific locations will be found in the solicitations Performance Work Statement. Anticipate posting of the solicitation on or about 11 January 2007. The proposals shall be evaluated on best value basis on technical, past performance and price where the Government can consider an award other than the lowest priced offeror. The Government intends to award a single Indefinite Delivery Indefinite Quantity Contract with a performance period of one year base plus four one year option periods. The estimated value for the full contract term is $22M. All requests for solicitation shall go through the Federal Business Opportunity (FizBizOpps) Website, http://www.eps.gov. Interested bidders must be registered with Central Contractor Registration (CCR).
