Did the homeowner who's house burnt down have insurance?

Did the homeowner who's house burnt down have insurance?
I have homeowners' insurance, pays for structural replacement and for possessions, this person didn't pay for fire service, did they at least have insurance for replacement value?

Or maybe the insurance co. could sue the town for creating a hazardous environment?

6. It's never enough
I paid 90k for my house, insurance replacement value is 107k for the structure. Personal possessions are insured for 50k, that's a basic policy, what did that guy have out in BFE.
