This is not "British humor". The level of realistic-looking gore, even for what some say is a comedic effect, is beyond the acceptable level for anything on U.S. televisions and far beyond the pale for European TV.
It is designed to be apalling, grotesque and shocking. But most of all, it is designed with these elements so that A) People will talk about what 10:10 is and B) So that people will not forget it easily.
In a situation where the Western world needs (and "need" I think is a tame word, here) to dramatically reduce the amount of energy consumption, shocking adverts like this are a rude (but some might argue necessary) reminder that we are piggies who have been at the trough too long.
