The science of polling tells the professionals who are likely to vote again, based on past performance. Older voters tend to vote more reliably than younger or first time voters is one screen. Motivated voters, based on their responses to other questions, are more likely to vote than voters who haven't invested much time learning about the candidates and the issues. Part of the volatility in polling, and the differences between polls, is in who is determined by the polling outfit to be a "likely" voter.
