Obama was sending the bill back to the House of Representatives for further discussion of how it would affect the foreclosure crisis, which has become a political lightning rod amid media reports that banks acted improperly to evict struggling borrowers.
"We believe it is necessary to have further deliberations about the intended and unintended impact of this bill on consumer protections, including those for mortgages, before this bill can be finalized," Pfeiffer

I love it when I have something positive to get excited about!
This is the Obama I voted for in 2008!
I hope this isn't just an election year thing.
I can imagine Obama stepping out and saying something like this very soon:
"Look, I tried everything I could to get along with the Republicans in congress. I gave in frequently to their demands and moderated many of the promises I made to my own party and to the American people in hopes of achieving some greater good through bipartisanship. The Republicans in congress aren't interested in Bipartisanship, they are not even interested in actual solutions; they want to revisit the Bush era policies and reinstate or keep them all in place despite the calamity they have caused. It is like the way that an addict goes back for another drink after crashing their car, or in this case the country."
