4. Granted, I don't speak legalese...
but it seems to me that, based on page 10, beginning on line 23, basically is saying that even if the repeal passed the Senate and was signed into law, there are still other hurdles that would have to be jumped before it really became actual active policy. Am I reading that correctly? :shrug:

1 As the President has stated previously, the Administration does not support the DADT statute as a matter of policy and strongly supports its repeal. However, the Department of Justice has long followed the practice of defending federal statutes as long as reasonable arguments can be made in support of their constitutionality, even if the Administration disagrees with a particular statute as a policy matter, as it does here.


So again we're being sacrificed on the altar of "tradition". They're not doing it because they have to, or even because it's the right thing to do. They're just doing it because it's what they always do.
