What can Obama do without 60 votes in the Senate, you ask?
Two heavy-weights answer this ponderous question: James Galbraith and Glen Greenwald. We're all familiar with GG. Galbraith is lesser known, holding the Lloyd M. Bentsen Jr. Chair in Government/Business Relations and is a professor of government at the University of Texas at Austin. He was executive director of the Congressional Joint Economic Committee in the early 1980s. He is the author of six books and several hundred scholarly and policy articles, as well as a stinging critique of President Obama’s deficit commission: Why the Fiscal Commission Does Not Serve the American People.

Jamie Galbraith responds to the question: What can Obama do now, without the need of 60 votes in the Senate, to address our current problems?

1. The President should announce that cuts in Social Security and Medicare benefits are off the table for the lame-duck session, and thereafter. He should point out that the mandate of the Bowles-Simpson Commission, which is published on their web-site, did not authorize it to opine on the finances of the Social Security or Medicare systems. For this reason alone, should the Commission include recommendations to cut Social Security benefits (such as by increasing the nominal retirement age) for the alleged purpose of maintaining balance in Social Security finances, the President should urge Congress to refuse to take up such a recommendation.

2. The President should name a commission of independent experts to recommend within three months concrete steps to reduce unemployment significantly by 2012 — that is to say, practically immediately — including jobs/investment programs and steps to reduce the size of the labor force, including through work-sharing, increased vacation time, more attractive early retirement under Social Security and access to Medicare at a younger age.

3. The President should direct Jacob Lew, Director of the Office of Management and Budget, to suspend the use of the present baseline macroeconomic forecasts and to impanel a commission of inquiry into the models and methods underlying medium-range forecasts, to best determine how those models and methods should be modified (a) to take account of the experience of the financial crisis, and (b) to correct major inconsistencies and mutually improbable assumptions in the long-term forecasts.

4. The President should name Damon Silvers to the position shortly to be vacated by Larry Summers.



Glenn Greenwald on the same question:

1. Announce that all War on Terror detainees in Guantanamo will be entitled to a speedy trial or be released, and all detainees seized outside of active war zones shall be entitled to prompt habeas corpus review.

2. Direct the DOJ that the “state secrets privilege” will no longer be used to shield executive conduct from allegations of lawbreaking and judicial review, but instead will be used only for its traditional purpose: to prevent specific secrets documents from being used in litigation.

3. Cease targeting American citizens for assassination who have had no due process and are not on an actual battlefield.

4. Instruct the Attorney General that the White House does not wish for any Bush-era War on Terror crimes to be immunized from the rule of law, including prosecution if warranted.

5. Refrain from prosecuting whistle-blowers and journalists who have exposed government corruption and lawbreaking except in cases where serious national security harm has resulted.

6. Announce a definitive timetable for full withdrawal of troops from Afghanistan, and scrap plans for a large State Department private army to be assembled to be stationed in Iraq for the indefinite future.

7. Order the State Department and Defense Department to cease awarding contracts to Blackwater/Xe based on past abuses and the dangers that relationship creates in the Muslim world.

President Obama’s Address to the Nation – November 3, 2010


To Americans everywhere, I express my extreme gratitude for your support yesterday, election day, 2010. Not only did Democrats not suffer the loss of seats, we actually gained seats, enough to have filibuster-proof majorities in both houses of Congress.

With these majorities we can pursue the policies that will help all Americans, not just those few wealthiest who have tried to buy our government.

Therefore, I’m announcing today new direction for America, including:

Within 10 days I want Congress to pass new tax laws that spread the tax burden fairly across the economic spectrum, with those benefiting most from our society contributing commensurately.

Within 20 days I want Congress to pass laws that protect the right of workers to organize and have a voice in the operation of US businesses. This will include raising the minimum wage to $20.00 per hour to ensure a reasonable standard of living for all working families.

Within 30 days, all US military and contracted personnel will return from Iraq and Afghanistan. Only diplomatic and humanitarian workers will remain. Instead of the hundreds of billions of dollars and thousands of lives being wasted on these wars, we will instead provide aid to these countries, and to other depressed areas where atrocious conditions breed terrorists.

Additionally, I am ordering the Department of Justice to investigate those who led us into these wars to determine if war crime charges are warranted. If so they will be prosecuted with vigor and any ill-gained profits shall be returned to the people.

Within 40 days I want Congress to pass a simple plan to provide Medicare for All so no American is denied care or has to suffer financial hardship because of health problems, and no American businesses are saddled with health costs that keep them from competing fairly with foreign competitors. This plan will include a “safety net” to guarantee every citizen is provided the food and shelter necessary to survive difficult challenges in their lives.

Within 60 days I want the Commerce Department to present a plan for maintaining and improving the infrastructure of our great country.

Within 80 days I want the Secretary of Education to present new plans to guarantee all Americans have access to first-rate public schools, from pre-kindergarten through advanced degrees.

Within 120 days I want Homeland Security to present a new plan for securing our borders from those who would do us harm while allowing appropriate travel and visitation to our many friends around the world. This plan is to include a path to citizenship for those who serve in the US military, or who came here as children and are now productive members of our society.

Within 150 days I want a Constitutional Amendment passed prohibiting political spending by corporations or any other entity or individual not qualifying as a person with citizenship in this great country.

Within 180 days I want the Department of Energy to begin another “Manhattan Project” to enable us to cease our dependence on fossil fuels. As this effort will no doubt take time, I am announcing the nationalization of all US oil and gas reserves, as well as other reserves owned by the citizens of the US that are currently being extracted from our soil for private profit without regard for our environment.

I am also ordering the Department of Justice to begin immediately to root out crimes of corruption within our government. In concert with this, I want Congress to pass term-limit or other laws to ensure elected officials are serving for the benefit of the American people as a whole, not to gain wealth or power for themselves or their friends.

These and other policies we will put in place will cause a sea-change in how our country serves the citizens - We the People - rather than a tiny handful of super-wealthy who would subvert our democracy and plunder our wealth while denying even the most basic services for our citizens. Thank you for your support and thank you for standing up for the rights of all citizens.



I would love to hear such a speech on November 3rd, but it will only be possible if the voters in this country deliver the necessary seats. Please help get out the vote, and any suggestions for the speech are welcomed.

4. you know what's scary is that the the first item on your list -- tax reform -- will likely
be taken up in short order. but it looks like, even with the majorities we have now, that they're going to extend both cuts...making the higher income bracket sunset in 2 years -- just in time for 2012.

10. Damon Silvers would be a great choice to replace Summers -- he'd bring balance to the economic team.
but i doubt he's on the short list.
