Note that our Rimjobian friends from Fresno are at the top of the list, San Diego is at #4, and Stockton is at #5. Granted, hardcore 'baggers are never going to vote to re-elect President Obama, but I believe he could pick off a lot of votes from more moderate conservatives in red areas of California by simply letting the will of the voters hold sway.

1. I honestly don't think he can. If he instructed his DOJ not to prosecute
MJ offenses in Ca. wouldn't he HAVE to do so in all 50 States? This is diff. than the med. mj in that there are only a hand full of States that have adopted med. mj laws. I suspect the best thing that could possibly happen is if the laws were changed to make MJ a local issue only. That way, if a State referendum approved mj growing/possession of a specific max amount, it wouldn't involve the feds at all.
