The exception that proves the rule.


That nonsensical-sounding phrase is actually a good one. In that phrase "prove" means measures the limits of, like a ship proving the depth of water, or aerospace test facilities being called "proving grounds." (Or even "proving" ones self in battle.)

So the saying means, "Here is an exception that shows a boundary or limitation of the rule."
