Normal people only vote for one house seat.
Due to a misworded treaty from a few years ago, I vote for all of them, as well parts of Canada, Greece, Uzbekistan, Malawi, Queensland, and the city of Norwich in England.

Everybody lives in a District. Some states which have only 1 Representative vote for that rep at large (states with small populations).
