And at a time where dentists cost money (as they do today) and there was NOT medical insurance at all (Medical Insurance came into use during WWII, where employers were forbidden to higher wages to workers to quit one job and work in another but that rule did NOT apply to
And thus ANYTHING has to be shown either by expression or break in the film with a written dialog
Here, you have a woman trying to show she has a SEVERE Tooth Ache. She can NOT mourn for there is no sound (And one of the Characteristics of Silent film was an almost constant musical score played either by an orchestra in the better theaters or a piano in the cheaper theaters, and thus anything NON-Visual could NOT make it into the film). As to the last few seconds, she also seems to be talking to the man who walked before her, he is enjoying the Circus, while she is in pain and is falling behind him do to paying attention to the pain instead of walking with him (And the man she is with wanting to stay away from her because she is in pain).
Sorry, one of the problems with Silent Movies was HOW do you show emotion WITHOUT Sound. One way is to exaggerate movements and that is what this woman appears to be doing. Exaggerating her pain from the Tooth Ache, and trying to talk to her husband as he walks away from her for he does NOT want to deal with a woman in pain. One of the reason this scene may have been dropped is it struck to close to home for Chaplin, remember he was in a bitter divorce and showing a woman in distress AND her husband ignoring her may NOT have been to his liking at that time.

It looks like she has something in her hand. But cell phones could not communicate with anyone else in the 1920s, unless their was another time traveler there to pick up her signal.
Very strange, maybe she was just talking to herself. People talk to themselves all the time. You don't have to be crazy to do it. Though most people don't do it in public. But watch at the grocery store, as people try to compare the prices of different items. They will mumble and talk to themselves as they look over the selection.

I can read a lot of things into the Chaplin footage, but "time travel" isn't one of them.
