The U.S. need ag workers and the government negotiated with the Mexican government to bring in a couple million mexican workers that the U.S. would pay after the war and they returned to Mexico. They returned to Mexico, but the U.S. never paid them.

If I understand correctly, the head of the household has to "return home" within eight years and can then come back under the same arrangement as previously, still with no guarantee of permanent legal residence. That and citizenship are still separate processes.
Why indeed?
