A deal on the construction of Vietnam's first nuclear power plant will be signed during Russian President Dmitry Medvedev's visit to Hanoi, an aide to the Russian leader said.

Medvedev arrived to Hanoi on Saturday to attend the Russia-ASEAN summit in Vietnam.

"Among the most important documents is an inter-governmental agreement on cooperation in building a nuclear power plant in Vietnam," Sergei Prikhodko said ahead of the visit.

Vietnam plans to build eight nuclear power plants in five provinces by 2030, with a total capacity of 15 GW, or 10% of all electricity produced in the country. Each NPP would have from four to six generating units.

Vietnam to award Japan contract for nuclear plant project

Hanoi, Oct 30 (Kyodo) Vietnam has decided to award contracts to build two of four nuclear power plants to Japan in order to deal with the country's power shortage problem by the early 2020s, sources said. Premier Nguyen Tan Dung is expected to convey the Vietnamese Communist Party leadership's decision on Sunday when he meets with Japanese Prime Minister Naoto Kan for bilateral talks on the sidelines of regional summits in Hanoi, they said yesterday. Japan had been competing with France and South Korea for the two orders in the second phase. A Russian state-run company has already been chosen to build the first two plants in the first phase of Vietnam's nuclear program. Vietnam's parliament approved building the country's first nuclear power stations in Ninh Thuan Province of southeastern Vietnam in November last year.(Kyodo)

Bolivia plans nuclear plant with Iranian help

AFP - President Evo Morales confirmed Saturday that Bolivia plans to build a nuclear plant with Iran's help, stressing the facility would be for peaceful purposes.

"There is nothing to lie about: one of the things we are working on with Iran is of course to have a nuclear plant, to generate energy," Morales said.

"When we talk about a nuclear plant people will claim it is linked to a nuclear bomb, but we are not talking about nuclear bombs."

Morales said Bolivia has reserves of uranium, the raw material it could export to other countries with nuclear plants.

Russia agrees to help Venezuela build first nuclear power station

Russia has agreed to help Venezuela build its first nuclear power station, in a move that is likely to raise concerns in Washington about the increasingly close co-operation between Moscow and Caracas.

President Dmitry Medvedev announced the move at the end of a two-day visit to Moscow by Venezuela's president, Hugo Chávez. Venezuela's economy is overwhelmingly reliant on oil and Chávez has said he wants the nuclear power station to diversify energy supply.

A senior US administration spokesman said the White House was not planning to respond. A state department spokesman, PJ Crowley, said this week that there were no specific concerns about Venezuela's nuclear ambitions. "Certainly nothing that rivals Iran," he said.

The official US position is that it is not opposed to civilian nuclear technology, only to the proliferation of nuclear weapons programmes.

Russia, Indonesia in talks over floating power plant

Russia was negotiating with Indonesia on assistance in developing its nuclear energy sector, Russian Deputy Foreign Minister Aleksei Borodavkin said Friday.

"We and our Indonesian partners discussed ways of developing a nuclear energy sector in that country by building nuclear power plants in Indonesia and also by implementing such innovative projects as building a floating nuclear power plant for Indonesia," he was quoted by the Interfax news agency as saying.

Indonesian Government Eyeing Bangka Island for 2 Nuclear Power Plants

Jakarta. The National Nuclear Energy Agency on Thursday said it was looking for locations on Bangka Island to build two large nuclear power plants worth Rp 54 trillion ($6 billion).

Hudi Hastowo, the chief of the agency also known as Batan, said the agency had signed a memorandum of understanding with the Bangka-Belitung provincial government on Tuesday regarding plans to build the nuclear plants on Bangka.
