1. that really is pretty nonsensical
The Democratic party of 1964 still had a massive segregationalist wing pretty much none of whom voted for the Civil Rights Act of 1964. There were 67 Democrats in the Senate of which 46 voted for the bill Northern Dems split 45 to 1 in favor while southern ones split 19 to 1 against. Northern Republicans voted 27 to 5 in favor. It is absurd to argue that the Democratic party of 64 had less of a problem with conservative southerners than the modern one has.
