WASHINGTON, May 21 (IPS) - The World Bank has just appointed a new country head for Iraq despite security and corruption concerns, according to a leaked document.

The news emerged just days after outgoing World Bank President Paul Wolfowitz promised not make any major new appointments at the institution.

A report issued in December by a seven-member panel of Bank experts who interviewed candidates for the job in Iraq said that after meeting (Simon)Stolp, "the panel left uncomfortable as to whether he could become a credible, substantive (as compared to procedural) representative of Bank with Iraqi and Donor counterparts, on account of his weak analytical background, and lack of knowledge about the Bank."

""We're getting the crisis back under control," said Simon Stolp, the program manager for electricity at the Project and Contracting Office, which is managing billions of dollars of Congressionally mandated reconstruction money. "There are a whole basket of positive things to be seen," he said.

The grid had been deteriorating under the pressure of sanctions and neglect ever since it was put back together after American bombers destroyed it in 1991, but Mr. Stolp said those problems were quickly becoming a thing of the past."

7. Last desperate attempt to get World Bank to fund Iraq disaster.
We need to get out, and without the oil. The europeans can do a more credible job healing Iraq and, being as greedy as we, will want the oil. We need to move on to alternative sources of energy.
