and compare the results in those precinchs with the historical results of those precincts. And they make an assumption (which is generally true) that the makeup of the precincts are fairly stable election to election.
I know I tried to figure this out a few elections before and it made sense when I saw the results at the microlevel.
Some of the states election results websites show you the precinct results, if you can find a few and look it will make more sense.

and frankly, I wish just one race that they call with 7% would turn out wrong and bite them in the ass. personally, I think every pundit should be fired and we only have news-so many hours a day (not 24) and people who speculate the way the pundits do-be fined and jailed. Dumb Fuckers.
