I won't even paraphrase. Rand Paul has the power to set the world to a Depression and pretty much vowed to do it in his victory speech.

He can just filibuster and put anonymous holds on everything. Because of parliamentary procedure, he can single handedly grind the Senate to a halt. And he's stupid enough and batshit crazy enough to do it, and to be proud of himself afterwards.
