Offices were staffed way before they were staffed ten years ago.

We are losing half of our congressional seats at the moment. From 10 to 5. All but five seats in Ohio are gerrymandered for gop advantage.

There are pros and cons to both ways of doing things. The 50 state strategy was basically a copy of the GOP's "big tent" idea (that phrase was coined by Atwater about the party's support for pro-choice New England Republicans, a basically defunct group now) -- try to produce very broad support, which by necessity must in that case be shallow. They're now going for narrow but deep. We can do the same; we'll probably pick up some rust belt and west coast seats we don't have now. Though that model comes with plenty of disadvantages of its own.
