sadly, the water pumps were turned off these last 6 years and it's only now that they have been turned back on, however, they are old, rusty and not really sure how to fix such a gigantic problem. So instead we get patches. But like all patches, they spring leaks from time to time or burst completely, only compounding matters.

The wealthy sit up on the upper decks drinking the last of they oil soaked Arabian whiskey, whistling fanciful tunes while the room lists at an extreme angle. All slapping themselves on the back for the fine job they have done.

In the mean time, those below deck, drown in the misery of poverty and cry at the futility of being powerless.

The people can right the ship again, but because of a perceived lack of unity, they feel helpless.
