and David Scott's office (D-Georgia) told me the mood is it will pass by a hair but there are some who are still negotiating.

Simply abstaining from voting or voting "present" could bring about the latter.

I don't know.
There was somebody yesterday telling me this was all Pelosi's fault because she schedules legislation, but I'm pretty sure that's Hoyer's job.
