Man faces animal cruelty charges a second time

An Aurora-area man who served a jail sentence in the 1990s for chaining his dog to a car and dragging it to death has been arrested again for cruelty to another pet, according to Kane County Sheriff's police.

Kane County authorities say they are seeking felony charges against Phillip A. Rinn, 41, of the 300 block of Kendall Street in Aurora Township.

Around 7 p.m. on Nov. 15, a neighbor allegedly saw Rinn beating the animal, an 18-month-old German Shepherd/Lab mix named Magda, in Rinn's backyard, according to reports. The 6-foot, 350-pound Rinn was allegedly using a stick, or perhaps a chair, Lt. Pat Gengler of the sheriff's police said.

The animal, which had several broken teeth and obvious injuries to its mouth, was taken to an Aurora-area animal hospital for treatment and now is in the custody of the county animal control department.

Rinn was arrested by sheriff's police. He posted bond and was released.
