Why does Charlie Rangel get to vote on his own Censure? |

I was looking at the Yeas and Nays for the Censure vote yesterday, and noticed that Rangel's name was listed (not surprisingly, he voted "Nay"). HOwever you feel about the merits of the case, it seems odd that a Member of Congress would have the right to vote on something that directly affects him. Thoughts?
