JUSTICE SOTOMAYOR: Well, the best interest of the State of California, isn’t it to deliver adequate constitutional care to the people that it incarcerates? That’s a constitutional obligation.

MR. PHILLIPS: Absolutely. And California recognizes that.

JUSTICE SOTOMAYOR: So when are you going to get to that? When are you going to avoid the needless deaths that were reported in this record? When are you going to avoid or get around people sitting in their feces for days in a dazed state? When are you going to get to a point where you are going to deliver care that is going to be adequate?

JUSTICE SCALIA: Don’t be rhetorical.

I would also add that he's deeply hypoctitical, playing the states' rights card when it suits his masters' interests and then ignoring states' rights when he needs to install a President that his masters like, i.e. Bush v. Gore. I have no respect for him or his opinions.

cases. He would prefer that hacks in state legislators choose our senators by cutting deals in smoke-filled back rooms, instead of people voting directly for the senators. And he believes that once a legislature allow corporations to exist, with all the various legislated corporate privileges and immunities, the legislature loses the ability to restrict corporations, which Scalia somehow confuses with natural persons

In short, he's an authoritarian, whose sympathies lie entirely with an elite and powerful few
