Wouldn't that increase employment?
Why are there no ideas to incentivize hiring and penalize stress on the current work force?

Right now it's more cost efficient to make workers do overtime to safe on benefit costs of hiring another worker. Why wouldn't that equation change if the cost of overtime went up?
