Silly Question - Doesn't this deal have to go through reconciliation?
Could a 4% surcharge be added to incomes over $250K. I recall Bush got his tax scales through reconciliation.

2. No. Because it adds to the deficite it can not go through reconciliation.
But it will have to be enacted and voted on by the House and the Senate.
