When it comes to appointments in a senators state, the president can ignore the incumbent's wishes...

8. No, but it could be used by the WH to persuade GOP senators
that if they play ball with them on this he will consider their input when appointments come up...

He could use it but it looks like he hasn't, as if this tool is beneath him.

I brought it up as a way to reward our side or cajole a vote or two for our side.

I wasn't talking about this bill, I was referring to what he could have done to get the tax reinstated for the higher brackets.
