Is this true? I thought I'd followed this closely and I've not seen a number anywhere near this high. I don't doubt it for a minute but is there a better source?

(Not that I doubt Sullivan. Torture is the issue more than any other that pissed him off. He talks about it almost daily...as well he (and all of us) should.)
