"When a Wilmington, Delaware rally appeared on Barack Obama's schedule today, endorsement watchers wondered, Joe Biden? No Biden, people close to the former candidate insist.

Despite aggressive courting by Obama and both Clintons, the Senate Foreign Relations Chairman has informed both Obama and Hillary Rodham Clinton that he's staying neutral. Obama officials said this morning they have no reason to believe that commitment won't hold."
