Now what the heck is up with this latest statement? They were "scared" by Micheletti?

Arias e Insulza insisten en reinstalación de Zelaya ante posible renuncia de Micheletti

El presidente de Costa Rica y mediador en la crisis de Honduras, Oscar Arias, advirtió hoy que una eventual renuncia del gobernante de facto Roberto Micheletti sin la reinstalación del depuesto mandatario Manuel Zelaya no solucionará el problema en aquel país.

«Cualquier solución (en Honduras) pasa por la reinstalación de Zelaya», dijo Arias en entrevista para la emisora local Radio Monumental.

El mandatario costarricense hizo este comentario luego de que Micheletti dijera el miércoles que estaba dispuesto a renunciar al cargo en aras de «la paz y tranquilidad» en Honduras, siempre y cuando el mandatario depuesto, Manuel Zelaya, no retorne al poder.

Esta misma posición asumió el secretario general de la OEA, José Miguel Insulza, quien insistió hoy en que para lograr una solución en la crisis de Honduras «no hay otra opción» que la reinstauración de Zelaya, y llamó de nuevo a tener «paciencia» hasta las conversaciones del sábado en Costa Rica.

«No hay otra opción, (Zelaya) tiene que completar su mandato de acuerdo con la Constitución hondureña», sostuvo el jefe de la Organización de Estados Americanos (OEA) en un encuentro en Washington.

Respecto a las perspectivas de las tareas de mediación del presidente de Costa Rica, Oscar Arias, que iniciarán la segunda ronda el sábado, Insulza volvió a declararse hoy «cautamente optimista» y consideró que hay «buenas señales».

«Hay cosas interesantes, como el hecho de que el mismo (presidente de facto, Roberto) Micheletti haya dicho que está dispuesto a hacerse a un lado, aunque lo haya dicho con una condición completamente inaceptable», dijo respecto a la oferta de Tegucigalpa de que el gobierno de facto se retire si también lo hace Zelaya.

«Pero antes decía que lo iban a sacar muerto de ahí no más, creo que es una buena cosa. Hay buenas señales y creo que hay que considerar eso», subrayó el secretario general de la OEA.

Si bien no quiso poner un plazo fijo a la mediación de Arias, Insulza pidió «paciencia» porque, recordó, «tenemos algo que va a pasar el sábado» e, indicó, cualquier señal de falta de unidad en la OEA restaría «fuerza» a la posición unánime.

«Creo que algunos (presidentes) están un poquito inquietos y eso no es bueno, tenemos que mantener una presión muy fuerte contra el gobierno de facto, esa es nuestra mayor fuerza», sostuvo Insulza.

En este sentido, si bien no quiso dar nombres concretos, Insulza recordó que la crisis hondureña «no es una causa del ALBA, es una causa de toda la región».

«De pronto los países ALBA, en su afán de proteger a Zelaya, que es un miembro, han aparecido en roles muy protagónicos, olvidando que éste es un asunto de 34 Estados miembros y no de seis o siete. Y creo que esto, aun siendo bien intencionado, permite una imagen falsa», explicó lo que calificó como una «crítica amistosa» a los miembros de la Alternativa Bolivariana de las Américas.

Insulza volvió a pronunciarse en contra de una eventual solución armada al conflicto y aseguró que si la mediación de Arias fracasa a la OEA le quedarían «algunas otras opciones», que sin embargo no quiso revelar.

«No soy favorable a ningún tipo de intervención militar», remarcó.

Micheletti habló con los periodistas mientras tomaba juramento al nuevo ministro de Gobernación (Interior), Oscar Raúl Matute, quien sustituye al renunciante Enrique Ortez Colindres.

El mandatario interino dijo que una de las comisiones que viajaron a Estados Unidos para presentar la versión oficial de los hechos del gobierno vigente hizo la propuesta de una salida del escenario político de Zelaya y Micheletti. La propuesta de Micheletti llega justo cuando el sábado se reiniciarán las conversaciones en San José, Costa Rica entre los allegados del gobierno actual y los de Zelaya, reconocido por la comunidad internacional.

I had not seen Arias and Insulza saying any such thing to this moment. Up to now it had been "negotiations, patience, bla bla bla."

Now, with such strong statements, Arias and Inzulza could be sending a very clear and unmistakable signal to Hillary/BO that the installation of a third-party president is wholly unacceptable.

The idea of a third-party president was floated in San Jose earlier this week after Goriletti said he was willing to step aside on the condition that Zelaya not be reinstated in the presidency.

Looks to me like the OAS and Arias are not having any of that nonsense.

3. Zelaya is speaking on Telesur and it is interesting
He says that Obama has shown "mucha altura" - an elevated attitude - in the defense of democracy during this time of the coup.

And he says that he has "ninguna queja" about the role of the Department of State. That means "no complaints".

I'm really enjoying listening to him speak.

4. I think it is less a signal to Hillary/BO that they are putting their foot down and more about
distancing themselves from Pinochetti and lying low otherwise. Everyone involved in this is not exactly sure what comes with Zelaya's return, but they do know Pinochetti is on his way out.

Insulza is a snake and Arias is not only the president of the country where Zelaya got dumped, but he's the SOB whose job it was to stall things as long as possible in the pretend negotiations. Everyone is playing a role here and the seeming change in attitude is part of the plan to keep this coup rolling one way or another.

5. Zelaya is having none of it
He does have cojones.

That works to create this day of near euforia with the resistence but it could lead to a confrontation that is unimaginable when the negotiations produce nothing.

Regardless of what is going on behind the scenes but there is no stopping Zelaya.

One would guess he has received counsel similar to what you are saying and he knows that the situation
will devolve if it goes on any longer.

So I guess the kissing up to the USA is just a smart move since the outcome is unclear still.

"There is no other option, (Zelaya) has to complete its mandate in accordance with the Constitution of Honduras," said the head of the Organization of American States (OAS) at a meeting in Washington.

Regarding the prospects of the tasks of mediation by the president of Costa Rica, Oscar Arias, who started the second round on Saturday, Insulza said today again "cautiously optimistic" and believed that there are "good signs".
