1. Zelaya delegate says Arias mediation has "fracasado." (failed)
Edited on Wed Jul-22-09 07:09 PM by rabs

Lost telesur signal when golpista delegate got up to talk.

Arias said if delegations did not sign the Accord of San Jose, they could go find another forum elsewhere, mentioning OAS, SICA or UN.

Accord called for Zelaya to return to Tegu. on July 24 and to serve out his term.

(fixed spelling of Arias)

3. Here is the San Jose Accord as proposed by Arias

From the Zelaya camp's point of view, it is worse that the Seven Points proposed last Sunday that were accepted by Zelaya but rejected by the golpistas.

The reason is that the new proposal announced today by Arias eliminates the "unconditional" return of Zelaya, and instead proposes a government of "national unity and conciliation," which would allow golpista ministers and others to participate.

Other points:

A general amnesty for all political crimes before and after June 28.
No cuarta urna poll to propose changing the constitution.
The armed forces would be under the control of the Electoral Commission one month before general elections.
General elections would be advanced one month, to October.
Zelaya would return to Honduras on Friday and serve out his term that expires in January.
Formation of a Truth Commission with OAS and Human Rights Institute participation.
Lifting of international economic and other sanctions.
No outside interference in Honduran affairs.

5. Thanks for the translation.
I'll bet the golpistas will decline the Truth Commission and involvement of any investigation of any kind.

They don't want the rest of the world to know what they've done. That's why they drove out everyone's journalists, and have muzzled their own media.
