Chavez declares the electric revolution and the battle against the counter-revolutionaries
who are responsible for the electricity crisis in the non hydroelectric plants ("without witch-hunting").

The drought is ending, el Niño is drawing back and our Comandante is looking for new "exogenous reasons" for the crisis.

1. I feel sorry for those guys who work in the power plants
This must be like when they had problems in Stalin's Soviet Union, they used to find victims to blame for problems caused by Stalin himself. Stalin was quite ruthless, and killed millions. Our Cuban advisor who is an expert in electricity shortages must be giving the type of advice he's well known for. So now they'll go after the people who work in the power plants. I suppose once the refineries start to fail they'll blame the management there as well.

2. The Cuban adviser Valdés, you mean the guy who repressed gay people in the 60's, 70's and 80's?
People who are familiar with Cuba will remember the reorientation policies for gay people in the 60's, el Quinquenio Gris in the 70's, etc.

Concerning the permanent sabotage speech: Pseudo-leftists with fascistoid fantasies such as having their ultra-centralized state's president on TV every day while calling him/her my Commander will probably try to defend this internal enemy ® bullshit as they have always done here.

It's human nature. I guess we're lucky we're not about to be invaded by the Mongols.
