Moscoso to lead observation group in Dominican Republic

Former President of Panama, Mireya Moscoso (1999-2004), is set to lead the group of individuals who will serve as observers for the congressional and municipal elections to be held next Sunday in the Dominican Republic, an official spokesman confirmed yesterday.

The former Panamanian ruler will be an observer in the southern region of the Caribbean country.

Moscoso, along with over 70 international observers from Latin America, Spain, Poland, and France conducted a brief meeting on Friday with Dominican President Leonel Fernández, at the government palace.

The meeting was also attended by the Special Adviser to the Secretary General of the Organization of American States (OAS), José Octavio Bordón, the OAS representative in the Dominican Republic, Aníbal Quiñones, and the Chief of international election observers, Carlos Urruti, among others

More than 6.1 million Dominicans will be called to congressional and municipal elections this Sunday.

1. What do the pictures have to do with the Dominican Republic?
I don't get it. What is the relationship between the pictures and election monitoring in the Dominican Republic?
