Why would she believe that Castro would do all? Certainly not from the Castros. Go back through the many Castro speech data bases online and hear for yourself that Fidel (and now Raul) have always said that it is the Cuban people who needed to do the heavy lifting. If they wanted health care, universal education, etc, etc, then they had to make it happen - politically and to do the actual boots-on-the-ground hard work.
Looks like she's disgruntled that Castro didn't do all the hard work for her. She needs a nanny government - so she came to the US to cash-in on the for-Cubans-only perks provided by the US nanny programs made just for them.
