I'm not sure what the "Get to work" bit was about as I couldn't see any reference to that.

I would doubt that building aqueducts etc will come under "small private enterprises - building work of that nature is best left to the State.

The taxes can be used to pay for public works. This works best. The only hurdle they have to cross is the provision for large private enterprises. They don't understand the concept of public ownership of shares. They allow very large foreign corporations to invest in Cuba, but won't allow Cubans to form corporations to do the same work foreigners do. In the end, this will be their undoing.
