This was in Khrakov, Ukraine. There are some who think the billboard was a reference to Viktor Yanukovych, president of Ukraine, who is known to be a corrupto. The blue-and-white colors on the billboard are the colors of Yanukovych's political party.

Anyway the billboard was up for about a month before the authorities' light bulb went off and it was taken down a few days ago.

No one knows who paid for it, but it is said to have cost about $25,000.
