Cauca's ombudsman will investigate the case of an indigenous man found dead wearing a guerrilla uniform, which local community leaders claim is a "false positive" killing by the army, according to local media reports.

Indigenous villager Anderson Daugua was found shot to death and "strangely" dressed in FARC garb, Caracol reports after speaking to the official. Indigenous leaders in the area say he was not part of the rebel group.

The term "false positive" refers to a scandal in which some members of the armed forces were revealed to have murdered civilians and dressed them in guerrilla uniforms to increase kill counts.

"We reject both the security forces and illegal groups who defile with cruelty our territory massacring men, women and children and making others disappear," said leader of the Association of Indigenous Communities of Northern Cauca (ACIN) Feliciano Valencia, reports El Pais.

and dressed in FARC garb but chances are they forgot to put any bullet holes in the garb.

Batista made that mistake at the Moncada Barracks July 26, 1953 when the "rebels" were re-dressed in new army uniforms.

2. What's the underlying incentive for the guys that do this?
Are they paid on body count? By clearing land are their bosses going to be richer, some of which they hope will trickle down? Or are they drunk on power and blinded by death and misery and there is no real explanation?

3. the army had or still has a policy where soldiers were rewarded for killing FARC
thus, the incentive for financial benefit likely led to numerous killings. for officers, I believe rewards also could include promotion. so really greed is the underlying factor.

the policy seems to have backfired and further tainted the military even though they have achieved subustantial successes over the past several years over the FARC.

5. predictably, we didn't get the whole context from the OP
I should have known better:

Indigenous villager Anderson Daugua was found shot to death and "strangely" dressed in FARC garb, Caracol reports after speaking to the official. Indigenous leaders in the area say he was not part of the rebel group.

The body was reportedly found after a battle on the weekend between the army and the guerrillas in a rural area of Caloto, in the south-western department of Cauca.

This confrontation, which lasted 24 hours, left seven guerrillas and two soldiers dead, reports El Pais.

Ombudsman Victor Armando Melendez told Caracol Radio that he is investigating the case.

there is more to this case than meets the eye obviously. and to elaborate just a little, rewards are likely not the only cause. Sadistic military who kill and are simply covering up their actions, in addition, kills of actual guerrillas but then denials that they were guerrillas probably account for "false positives" as well as the financial compensation policy.
