Number of Cuban Self-Employ Workers Doubles
Havana, mar 5 (Prensa Latina) Some 113,618 Cubans had been authorized to work as self-employed workers until January 31, 2011, since the regulations to exercise that kind of labor modality were eased in late October 2010, according to Idalmys Alvarez, director of Employment at the Ministry of Labor and Social Security.

When the new measures were taken in late 2010, there were 157,371 self-employed workers in Cuba.

Alvarez noted that 20 percent of the new self-employed workers got their licenses to make and sell food, in its different variants, including the so-called "paladares" or restaurants.

I'm guessing "until January 31" means "up until". I also assume the 113,618 must be in addition to the other figure of 157,371.
