the article relays different versions if the soldier was wearing the vest before the operation began or right when they were about to land. also, discusses the Geneva conventions and whether the action would be prosecuted as a war crime. essentially it says no, given the circumstances and result of the operation. comparing that to an instance where the FARC dressed in police uniforms to capture Congressional members, which was prosecuted because of the harm done, while the rescue operation did not result in harm.
