The Saudi rehabilitation program for jihadists isn't entirely ineffective, but some of the really hard-core ones simply split town and started operating out of Yemen.
And two of them became leaders of al Queada in Yemen.

torturing, rendition, murder once those lines are crossed how can one be sure that all or any of the intel that is gathered is good intel?
When the system takes in anyone because their neighbor turned them in for money, or a rival business turned them in for money how can any information be guaranteed to be good?
If the tortured, renditioned weren't terrorist when they went in after 7 years of physical and mental torture what can be expected of these people?
