the amount of votes it takes to pass legislation...
Why? Because republicans can't win fairly (uh, electronic voting machines, purging of voter rolls, stealing ballots registration forms, etc.) never have been able to.
Republicans must cheat and the stupid Dems, it goes right by them, nor does it ever occurs to the Dems how democracy will be affected down the road, years later....
Just look at California where the tiny minority republican assembly controls California, this was done years ago by republicans who demanded that 66% of the assembly must pass any monetary legislation/bills.
And when republicans are in power, they just simply threaten the Dems to take away their filibuster power and the Dems just crawl away like beaten dogs - and the republican then get legislation passed with 51%
