It is simply a rhetorical device to paint obstruction as obstruction. The Republicans used it to good effect: up or down vote, up or down vote, up or down vote....the people want an up or down vote! There's no reason it shouldn't be turned on them presently, especially since the memory of these assclowns repeating it to the end of time is still relatively fresh in the mind of the electorate. Up or down vote. Enough procedural obstruction. Say it so often it becomes one word: upordownvote.
