Ok. Here is where we stand. We have a Democratic President, Senate 59/100 and House 256/435... |

This is the greatest opportunity to vote, pass, and sign significant legislation since Monday.
My idea is this:
The US Senate must amend its own rules and change the filibuster process.
1) Six hours of continuous debate to sustain a filibuster. AND 2) At any time for a call of cloture, the 40 Senators sworn and seated voting against cloture must represent at least 20 States. (40%)
If either requirement is not met, then a simple 50%+1 vote will enact cloture and lead to a final vote of the motion.
