His deference to Congress while admirable on Constitutional grounds overlooks something that Bush understood. Executives rule empires, not legislators. Congress will act when he makes them act.

The voters, who could get on the backs of the congresspersons. Speeches by the POTUS aren't useless.
Congress is not supposed to be a puppet of the President. No President should "make" them do anything.
Sounds like fantasies of a left wing totalitarian government. You can thrown that in the trash just as well as a right wing government.
What Bush "understood" was trying to be a unitary executive and undermine our system.
We'd rather keep it than just reverse it.

a brilliant orator. Like you, I'll jump back on the bandwagon with a fistful of mea maxima culpas when the actions match the rhetoric. It's amazing how a good speech, and showing a little backbone, transforms many former doubters back into born-again zealots.
I've heard all the words. I haven't seen corresponding actions. I'm still waiting.
That said, he DID hand the GOP their lunch today, and it certainly was pleasurable to watch. :)

The pubs still don't have the white house or either house of congress. They're still the minority and will still be after 2010 - still nipping at the President's heals. "Whine" is a tone. One cannot make an audible tone on a keyboard. You know this. You intentionally mischaracterize my skepticism as whining to as an underhanded ad hominem remark. This is a classic school yard bully technique. So stop whining about my complaint and recognize that not everyone is as easily impressed as you. I found his words hollow in the primaries and I still do. Except for the barely adequate recovery act, he has accomplished nothing in what should have been his most productive year in office.
