There are too many things that can be modified or amended up to the final minute before a vote. However, throughout the health reform debate Senator Kohl has consistently said that he supported a public option that creates a level playing field.”

I know that he will support the PO. He has said that because he's the chair of the committee, he doesn't feel right signing the letter.

If 41 votes are needed to block a bill, then it would only be fair if 42 were needed to pass it.
