As one of the exchanges offered as to be a non-profit exchange, I do believe! You can read about it here. Think you have to read under provisions for year 2013. http://dpc.senate.gov/healthreformbill/healthbill50.pdf

It will only exist until 2014, from which time insurers will no longer be allowed to discriminate based on pre-existing conditions, so that the high-risk pool will not be necessary.
