Is Sanders' Amendment for State Single Payer in the bill?

I'm unsure if it's in or not. I thought it was in, but then I'm given the impression it's not. I do know that if it's in it won't take effect until 2017.

2. He dropped his public option amendment yesterday, not the state single payer.

I don't know if the state single payer is in the bill or not.
