You give them a list of things that need fixing, and a contract that says that if these are fixed, you have a contract.
That's what "deem and pass" sounds like to me; the House is telling the Senate to fix these parts, and then there is a bill.

But apparently, if the house passes the reconciliation bill and the Senate bill together with one vote (the "deem and pass" maneuver), the Senate bill still becomes law even if the Senate doesn't pass the fixes. The House just has to pass the thing and then trust that the Senate will follow through on its promise to fix it.

You sign, then if he signs, you have a contract. The original contract is accepted as modified.
